That's a fungus that gets IDed as Leucocoprinus birnbaumii. Here's a thread about it with links to other threads; a search here will pull up many more.
As an aside, a drainage layer (and a means to drain it efficiently) is a necessary part of a functional dart viv. Without it, waste products do not exit the viv in sufficient amounts, and pathogens also build up and reinfect the frogs.
