If you're using a reptile hygrometer then it likely isn't accurate.
Unless where you live is already very humid, or you don't have any ventilation in the tank, 15 seconds of misting once a day should not have the humidity in the tank stay at 99% for 12+ hours. Your leaf litter should essentially dry out between mistings (i.e. it's only slightly damp before the system mists again)

Are you intending on keeping the mourning geckos and frogs in the same tank? That's NOT a great idea.

 

Your eyes are the best judge so if you can see the tank is actually drying out you can do a couple of things. Up your misting until you get good results or you can slightly close off the vents. Personally i am not a fan of the latter as you are reducing flow of healthy air through the tank. I have had to up my spraying today as it is very hot.

 

Moisture is cyclic. Attempts to make an environment a closed bag of suspended water is not necessary or healthy for the inhabitants.

Even more reputedly fragile animals from 'cloud forests' have been kept without a replication of that, with noted longevity.

Currently I’m misting once a day for 15 seconds at 8:30pm which is 75-99% humidity and it stays at 99 until 3pm then it comes down which I think might be a problem having it to high for that long for the mourning geckos and darts. The leaves also dry out which is a problem as I can’t spray again so they just stay dry until I spray again.

It’s a lucky reptile digital hygrometer. It’s about 65% humidity in my room so pretty humid I think. The leaf litter doesn’t fully dry out so it’s crunchy but it’s not very damp.

I don't think it's a problem. My tanks have always seemed to be on the lower end of humidity and they all do fine.

I find that the lighting you have affects the drying out part. My current setup, if I have a light (Zoomed) directly on top touching the screen it dries out fast within 10 min or so. If I hang it up higher it lasts longer maybe a couple hours, more or less depending on distance. The temp and humidity almost always remain the same regardless.

I find that the temp affects them more than humidity and that is probably why I don't worry too much about it.
