Does anyone have any idea what type of moss to use on a great stuff / cork panel background. I am hoping to find something that will grow. Also need to know if it goes on dry. I am assuming it does but not sure how people are doing it if they use the sphagum moss that is sold by the compacted bail because it would have to be submerged in water to get it to separate prior to siliconing it to the background.

well siliconing something that lives won't give you the best results...
if you want live moss on your background, i recommand cock flat boards, then you can blend some java fern and moss, mix with plain yogurt, spread it over the cork pannel, then heavy misting on that spot, keep it moist, never let it dry and you will have a pretty nice live moss background

you could do that on siliconed coco too I guess
but I don't think siliconing sphag moss will get you the results you seem to be awaiting
