testing ballast

I have a number of flourescent ballasts with no writing on them (bought them as a package deal on ebay), I know they work, but I have no idea of the wattage.
Can I just use the formula,Voltage squared, divided by ohms of resistance to find the output wattage?
Will the voltage be within most meter's capabilities?
