I have noticed lately that my substrate seems to stay wet my average day time temp in the tank is 74-76 so I'm confused why it stays so wet. Is this a bad thing. The substrate I'm using is a mix of peat sphagnum and green moss. I don't mist much but run my fogger for a couple minutes when humidity drops any thought on this?

Only reason I ask is cause I know my abg mix actually used to dry out

ABG has components to promote drainage. The charcoal, tree fern, and the orchid bark all promote drainage.
Your current mix is basically a sponge. Both those items suck moisture and retain it. You will most likely need to replace your substrate with something better drained.
