snails in java, what to do

I guess it depends on how you intend on using the moss. If you're going to set it up terrestrially the snails should just die off. If its going in a "pond" of some sort you can just pick up one of many copper based solutions aquariums sell to soak in. But actually the snails never really pose a problem in aquariums unless there is too much detritus, which would cause them to over-populate. They rarely feed on live plants.

I would advise against putting java in a bleach solution, its much too sensative. I have heard about the penny thing and it will most likely not be potent enough. If you give the java a good rinse after you use the copper solution it should not affect your frogs. I have a planted aquarium that I use copper on all new plants I put in there all the time and it doesn't even effect any of the shrimp, which are extremely sensative to copper. But as Tim said, the snails really don't hurt anything.
