I figured I would post how I made my air circulation setup.
This setup works best with tanks with screen tops.
Required Components:
-Computer Power Supply (PSU) One with a power switch at the back.
-Fans (with Molex power connector)
-Paper Clip
-Fan Guards
How the system gets put together.
First take your PSU and find the 20 or 24 pin connector. Then bend your paperclip into a U shape. Insert one end into any black connector and the other into the green connector. Obviously do this with the PSU unplugged!

OR you can purchase a connector to do this for you.
By doing this you can now turn on the PSU and it will power devices connected to it.
Next you should install your fan guards to keep things safe. Now you can connect your fans to the PSU via Molex connectors. I chose to use Antec TriCool fans as they have 3 speeds which can be changed via a small switch.
Now you can position your fans ontop of the screen. Be sure to check the direction in which the fan is blowing air. By turning the PSU power switch on or off you can control when the fans are on or off without having to unplug anything.
Total Cost can be nearly free, especially if you have these components on hand.
