I've recently had a lot of success breeding my Phantasmal dart frogs,

however after the last clutch laid, 3 days ago, i noticed an egg was still stuck within the female,

about 50% of the egg is outside, and has been there for 3 days.

Is this a problem, the egg has not come out naturally, should i attempt to remove it myself?

Look up prolapse on the board, and act quickly. I have encountered this in tree frogs, and the sooner you get this taken care of (if it doesn't return on it's own) the best chance of helping the frog. If it stays prolapsed for more than a few days it can lead to fatality.
However, if you get it in a mild suger solution bath the prognosis is quite good. Read up and act now.
