Yes, only males will call, and is usually the easiest way to sex them.

Some species have much louder or quieter calls than others, so it may be difficult to hear. (Tinctorius have notoriously quiet calls)

And i have recently cought a female epipedobates anthonyi making a response noise to a male calling. Although there was no throat extension. It was much different than the call of the male.

Yeah, my female bicolor occasionally throw out a half hearted warblelike chirp. Nothing compared to the males though.
