When you build a background and you apply silicone, then apply coconut bark, how long do you allow the silicone to dry before you move to next step of the build.

Depends on what the next step is... You'll want to let the silicone cure until there's no more smell coming off of it.

Silicone needs water to cure. If you have high room humidity that will be enough. But you could assist curing - help it finish up - with a little spritz from a water bottle.

If you're not in a rush (which is probably best), I'd wait more than the 24-48 hours recommended. There is still a pretty strong vinegar smell that it will emit for a few days, which isn't fun to work around. 4-5 days is probably best, but you can definitely start working in the tank after the initial 24-48 hour period.
