When the back legs pop out, should they be fully grown, and life size? Or should they come out small and then grow to normal size?

My largest vent tads (2) of them have poped back legs, but they are not even fully out, and their tail is very large still, should the legs develop more as the tail shrinks in?

Rear legs start out tiny. The tad will have all four legs grown and functional before the tale shrinks away and the mouth changes. Cheers, Robert

Back legs grow from little tiny nubs, only the front legs "pop". The front legs develop in pouches near their mouth and do the same slow growth as the back legs, but you can't see it. When they are fully developed and the frog starts to get ready to leave the water, they will slip out of the pouches as fully forms little limbs.
