I will try to answer a little for you. You are correct in thinking the weather is going to be too cold for shipping. You can still get frogs, but most places do not guarantee live delivery when the temps are so low. But, I would wait until spring. You need to have the tank up and working before the frogs are added. You also need to ensure that you are a good fly keeper also. You can have FF's shipped with your frogs to start, but if you are not good at culturing, you will be out of food fast. You can buy more cultures if you are in a bind, but it can be costly with overnight shipping. Also, make sure you are good at dusting the flies. If you want frogs before it is warmer, you could always look on the classified for local people. There are always people needing to move frogs, and you could find someone who will meet you. I do not know how far away I am, but you can check if this is an option for you.
The lighting is more important for your plants than the frogs. I think you need high output for the plants. You can find plants that do well with the CF's but you may not have enough light for them. The frogs should do well with either lighting set up.
In my tank, I elevated the eggcrate and left the substrate the same depth. You could use more substrate for your elevation, I do not think it matters. But I believe that a small incline or none with multiple shelf type levels would make the frogs happier. I have wood levels in my tank, and the leuc will climb on them all and utilize the depth of the tank on the levels.
Leucs are also a good starter frog which tend to be easy keepers. So I think if you have everything in place, you will not have any problems. You can look on the viv threads for more ideas also. Good luck.
