Default Is this scale?

I had a new brom arrive in the mail the other day and it is covered in this stuff which I'm pretty sure is scale. I soaked in a 5% bleach solution for a few minutes, wiped it all down with a paper towel and then have let it sit and dry out a bit. The scale or whatever it is is still there, I have a feeling it's just because I didn't wipe at it hard enough. Can someone inform me for sure? Then I'm going to have to go look at this website's policy on their plants and pests...

Well that's a relief, haha. There's a bunch of white speckles all over the brom, I can actually scrape them off with my fingernail. Maybe this pic illustrates it better, I have outlined a part with no speckles and a part with some:

That’s the trichomes of the epidermis. The combination of their waxy cuticle and the trichomes are what you’re scratching off, which is harming it.
