Default Pumilio won't leave water??

Recently got my first eggs/tads from a new pair of Bastimentos. Two of the 3 tads came out of the water 2-3 weeks ago and spent a week or so hanging out on the brom and darting back to the water when startled. The third one has not left the water and looks to be fully developed, but tough to see the tail. What's everyone's experience on this? The mother is no longer carrying for this one as she just laid another clutch last night. Any insight is greatly appreciated.

Development rates can vary, even among clutchmates. It's possible that the late bloomer didn't receive as many feeder eggs as the other two during the larval stage, or that there was a slight difference in water quality/temperature, etc. You can't force it, you'll just need to observe and wait.
