I used to have planted aquariums and there were a lot of things I had to consider besides watts, like lux, depth and size of the tank. A lot of stuff I forgot about now but I have found growing plants in a terrarium a lot easier than growing plants in an aquarium full of water.
I currently have a 18" x 18" by 24" tall terrarium. If your tank is 90 cm tall the dimensions of our tanks would be pretty close. I have 3 strips of LEDs which require about 53 watts in total. I don't now how many lumens or lux my lights put out but I'm gonna take a guess and assume your +60 watts of florescent light would make up for the higher efficiency of my LEDs.
Right now I have a mixture of Christmas and Coral moss growing in my tank. I also have two ferns, a couple of air plants, a creeping wire vine, and a few other aquatic plants growing in a small pool in a corner of the tank. I don't have a problem growing these plants in my tank but then again they are relatively low light demanding.
