Default Heat lamp or no heat lamp?

My tank is going to be in a room where it gets cold so i was told by one place that i should put a heating lamp with a heating pad under the tank then i was told by another place that the heating pad would be enough and not to put a heat lamp on the tank what should i do?

It all depends on what the exact temperatures inside the tank are going to be, you need to find that out before anything can be done - a heat lamp might make it too hot though
