Default Bad Pumilio Parents?

I have a pair of San Christobal Pumilio's that have laid a total of 10 eggs in the last 3 weeks. 8 were fertile and became tads. But only 1 "disappeared." Both times tads died in the egg mass. The second time it really bothered me because all 4 eggs hatched and the "tads" were really moving around in the mass. But the parents just let them sit.
I bought the pair as a proven pair so I am guessing they laid eggs at least once in the past.
The frogs are in a 15 gallon horizontal setup with a 4 broms and about 12 film canisters, filed with water, throughout the tank. So there are many tad depositing choices.

My question is..Has anyone ever run into a situation where the parents just never get to understanding how to raise tads?

There have been a few talks on this, and sometimes it just takes them a bit to figure things out. In some cases they never figure it out. This is some of the issues with some of the more rare pums.
