What a ridiculous thing to say.
Whether it's a hobbyist selling frogs, or someone selling an old couch on craigslist, one does have an obligation to provide the buyer with what they agreed to, and that includes shipping it to the right place. That they aren't doing it as a "business" does not absolve them of all responsibility.
