Not necessarily. There are a number of species that show up in the pet trade that were never legally exported from the country of origin but USF&W doesn't seem to be actively interested in. Typhlonectes natans (Rubber eel, Rio Cauca caecilian) is a classic example. Colombia only legally exports farm-raised boas, iguanas and tropical fish. The caecilians make it into mixed tropical fish shipments as 'miscellaneous eels'- despite being amphibians. There was a massive seizure in the mid 90s and USF&W donated some animals to zoos as a result.
