Are you keeping frogs or any other living things in the viv? If so, extra CO2 might not be safe unless you ventilate the viv really well.
If you don't have any living things there, then adding CO2 would be a good thing if you have enough light on top of the pond. The diffuser should be in the pond itself because the CO2 would probably dissipate when the water moves from sump to pond (well, I don't know how your sump is built, maybe there is no water movement).
