I'm not certain what chemicals are being off-gassed or still lingering around, they probably wouldn't bother the plants, but I would be concerned that the plants may absorb, and store the toxins.
I always tread on the safe side...
I'd point a fan into it for a few days, make certain the tank is absolutely bone dry, if you want to really play it safe, after that, get the tank good and moist and let it dry again.
GS foam needs some moisture to cure properly...so that's why I recomended getting it somewhat moist.
Once the tank is planted, I usually also seed it with springtails and isopods, and if they seem to do well, I take that as a sign that the tank is safe.
