Not sure how long you consider relatively permanent, but I have a flevopol type background that is two years old and seems to be doing just fine.
I used Quikrete Concrete Bonding Adhesive No. 9902. At the time of my first background, I had found a post where someone thought it was equivalent.
Yes, plants will attach to and climb the background.
I have done three flevopol style backgrounds and all three have cured to a cork like consistency. I add just enough of the bonding adhesive to get the coco husk & peat to clump together. i.e. If you squeeze the uncured mix, you will see the white bonder liquid on the surface but it won't run out.
I have not tried it, but I personally would not expose it to running water. I would say that misting or spraying is ok.
