Silicone is what's holding the tank together. Yes, it's safe for water - that's the reason we use it.

but, i've heard horror stories about people losing fish and stuff because they didn't use aquarium grade silicon. I just want to make sure because you can never be too careful.

...that's why we use safe silicon... do a search and you'll find countless posts regarding the types of silicon we use.

Titan, when you ask half of a question, you get half of an answer.

100% silicone is safe. Pretty much every glass aquarium that is not a single piece of glass is held together by silicone. GE Silicone II for Windows & Doors is the favorite for vivariums. It's relatively cheap compared to silicone meant specifically for aquariums, and it's readily available at just about any hardware store. As long as you avoid silicone meant for bathrooms (they usually contian mold inhibitors) you should be fine. I've never heard of a frog death that could be attributed directly to the silicone in the tank.

I have! If you don't let it cure completely it will kill a frog, or at the very least stress them out big time. Make sure you let it cure at the least 24 hrs before you put anything (plants, frogs etc..) in there.

Considering the smell that curing silicone lets off, you'd have to be a total moron to put frogs in a tank during the process.
