For a 40 gallon, 3x 26 watt 6500k CF's would be sufficient and would provide enough light for most bromeliads to color up and provide enough light for most mosses to thrive. For bottom growing plants, you have a wide selection available and everyone is going to give you a different suggestion than the next. Fittonia's, many peperomia's, small philodendrons, pilea's, ferns (I could go on but I'll stop here) all will do well to make ground cover. Keep one other thing in mind, if you plan to breed pumilio, leaf litter on the bottom seems to be preferred and it aids in the establishment of springtails which the froglets must have as they are usually too small to take even the smallest of fruitflies. The adults enjoy eating them as well. The leaf litter also provides good, secure cover for the froglets.
Give the adults plenty of tadpole deposition sites such as bromeliads that hold good amounts of water. Film canisters, baby food jars and medicine bottles also make great water receptacles.
*edit* i misread your question and thought you were asking for advice on what plants to use at the bottom. sorry.
