I found on page 5 (page 1) the rules helped me out alot until I started reading about established tanks. My newest one is 8 months old is that too new? It is old enough for me to feel comfortable putting frogs in, I do normally wait another 4 months, but this one did well with the plants and they are doing great.

I don't think there's any kind of age restriction. So if you've got it, enter it.

Just a question on the rules....

I'm aaaaalmost done with my builld and of course its tropical but its for chameleons....

the rules said "must be tropical and for frogs but does not need to house animals" <--?? is this just in reference to a tank that is in its growout phase before animals are added? so pure terrariums/other animals/etc are not allowed even if the basic build concept/styles are the same or very similar?

The way I interpret that clause is "not a vertical tank for chameleons" and "not a desert setup."

Its a frog site, while I'm sure many respect a nice Chameleon setup I think tropical frog is implied.
