great stuff "would" work for the gaps, but if you plan on removing the eggcrate at some point (to clean the tank), you are better off using larger sized lava rock, leca, styrofoam, or gravel around the edges.
If you can fill the edges with large enough drainage material, you wont have to worry about the smaller stuff falling in between the cracks, and will still be able to access the bottom for whatever reason.
I like your film canister w/top idea for accessing the water, but you'd have more wiggle room if you used a piece of pvc piping (you can also get fitted pvc caps to fit whatever size from home depot/lowes). This way you can go larger, or if nothing else, longer than a 3" canister if you wanted.
