OK so help me god after 5 attempts
I have FINALLY fixed the "Free shipping" issue on dendroboard deals.
I now know what the issue was. People in the tri-state area were qualifying - nobody else was.
Free shipping is now across the USA. 
I've tested this - and I've had a Californian test this.
It's workin'!
*Free shipping should now show up even on the first few pages of checkout!
