I agree, obviously there was some human error with the packing, or the load shifted and damaged the package. The biggest problem that I can see, which may be the cause of the fumigation is the potential for the snakes to interfere with critical components required to fly the plane safely. If I remember correctly, the cargo hold is sealed off from the plane which is why crashes like the funjet flight that crashed in the everglades happened. Other then the hot floors, there was no smoke that entered the cabin to warn the crew. The threat of the snakes making there way into the cabin would be pretty minimal.
