1. I wondered the same thing but after setting mine up, the lights provide plenty if not too much heat for the viv. That is even in a room that has AC blowing directly at the tank. Usually having the glass top will trap plenty of heat in there.

2. Gravel as your drainage layer will be fine. However you want to get some fiberglass window screen or weed guard to go on top of the gravel, then the "dirt" substrate goes on top of that. That prevents the substrate from getting down in to the gravel and water causing a big muddy mess.
