I'd say a 20 gallon "high" tank is fine. I've kept alot of my pumilio in 20 High tanks, set horizontal. There's plenty of climbing space in there. Its a matter of personal preference, I think.

Besides, how much more veritical space are you gaining by making it a vertical? like 4-6 inches at the most. I don't think pumilio notice 4-6 inches when they are used to having a couple hundred square feet in the wild ( or more).
